New point system????

Has anyone heard of some new point system where you get 125 points on your license within a I think 3 year period and you lose your CDL if you go over? I'm not real clear on it but the way my uncle explained it to me is when you you go through a weight station and they find a light out or so on they add points to this point system and they will take any points you allready have on your liscense and add them up. I'm pretty sure that is just cb talk though. I figured I would ask the question on here since I can't find it anywhere. My uncle keeps hearing it and asked me about it but I think that is bs.
