1999 was still the old vac/hyd brake system. you would need to spend 1500-2000.00 on the truck to be able to have brakes OR change the brake system on the trailer to the new elc/.hyd brake system. either way your going to spend 1500-2500.00 to go with it.
there is no differance between that trailer and one built today except the brake system. it is well worth their asking price.
